Gooch Co-Sponsors Welfare Reform Legislation

In a November 21st press release, State Senator Steve Gooch (R-Dahlonega) announced he co-sponsored the Social Responsibility and Accountability Act (SB 292). SB 292 requires anyone receiving benefits from Medicaid and Temporary Assistance for Needy Families (TANC) to take drug tests in order to be eligible to receive assistance.

According to the bill, all Medicaid and TANC applicants must complete a detailed application process, where the drug-screening component serves as an additional eligibility requirement.
Also, the results of the screening will be kept confidential in an effort to protect the applicant.

Senator Gooch said that the bill provides accountability and promotes fiscal responsibility and that,

“Georgians have a vested interest in how their hard-earned tax dollars are being spent.”

Gooch also said that

“By conserving our resources and balancing our budget, we are working to ensure a brighter future for all Georgians.”

One bill provision states that if applicants or recipients fail the drug-test, they are disqualified from receiving program benefits for a period of time to be determined by the Georgia Department of Human Services. Gooch added that the bill

“would provide financial support to families while also helping individuals who need drug rehabilitation.”

The senator said that the legislation is aimed at encouraging these individuals to become active members of their communities and to reenter the workforce.
